About the event

From the 1st August 2012 the annual demand for 1.0%S marine fuel (Distillate & HFO) increased by around 15Mt. That is the consumption in the North American ECA as published by the US EPA. A further step change to fully distillate fuel will occur on the 1st January 2015. In the period prior to the 1st January 2015 distillate demand will increase by around 40Mt. No one can say with certainty what the additional cost of using a 0.1%S fuel in the European and North American ECAs but the trend is towards an additional $500/t on current fuel prices.

Will the charterers and the end customers be happy to pick up the additional cost? What will it do for already strained credit lines? Will delivery of 0.1%S distillate be on cash before delivery basis? Will the new ECA limit be the long overdue catalyst to clear out the weak ship-owners and re-establish a market that can command a decent return and afford to comply with mandatory regulations designed to create a sustainable future?

This training course will not give answers to the future of the shipping industry and who will survive. What it will do is enable the forward thinking ship-owners to prepare for future emissions regulations and make the right choices for economic and sustainable investments. The course is not a sales pitch for EGCSA members technologies. Delegates will be able to quiz EGCSA members towards the end of the course once they have had a through grounding in the all aspects of the regulations, future air quality standards, types of after-treatment technologies, designs, materials, future fuel availability, approvals etc etc. This is a very comprehensive but also a very practical course.

With the 0.1%S requirement in 2015 projected to add in excess of $30Bn to annual fuel costs and from 2020 to add $175Bn per annum it does not make sense to not be informed, considered and prepared.

Following next Exhaust Gas Systems Training courses is scheduled for 3rd to the 5th December 2012 at a venue in west London.

The course which has been developed by course director Don Gregory features an number of leading experts including design aspects, regulations, and finance. The course has a particular emphasis on the practical design, installation and operational aspects of exhaust gas cleaning system technology. This information is not available on other course or conferences and is unique to the EGCSA training course

Agenda

The 2 ½ days will be highly interactive and content heavy. The venue will be in west London. Lunch  is included. The Monday and Tuesday evening meal will follow the successful format of previous training courses. Delegates will be provided with transport to a local hostelry for an evening of good food, beverages and a chance to freely discuss the day and other topics.

All delegates will be expected to arrive at the course venue on the evening of the 2nd December for registration, with the event concluding around 2pm on 5th December 2012. Delegates must be booked into the nominated accommodation for the nights of the 2nd, 3ed & 4th December. The accommodation will be situated at the course venue. Upon making the course booking, accommodation will be allocated at the same time. Delegates are required to settle their accommodation account which will consist of bed and breakfast.

Topics that will be covered will include;

  • An insight into the development of MARPOL Annex VI, Regulation 14 including the likely future regulatory requirements including a likely timetable of future implementations.
  • The nature of pollution emissions from ship’s engines and other combustion plant related to current and future fuels. Local and global impacts and the links between pollution emissions and emissions that may affect climate change. A review of how other industries have adapted and what the shipping industry can learn from previous mistakes.
  • A local focus on the classification of marine exhaust emissions in the USA where diesel emissions are considered a toxic substance and how this has driven support for technology solutions. Details of the methods used to assess air quality and the implications for fuel based approaches to compliance.
  • How Classification Society are preparing for rapid demand for approval services. The adoption of mutual recognition and an overview of regional approval variations.
  • With marine fuel at record prices the outlook for supply and competition for hydrocarbon fuels will be an important component in strategic decision making. The leading expert on the refining industry and authors of the EU fuels report have agreed to contribute to an in depth understanding of the refining industry.
  • As well as overlaying the legal aspects of the regulatory regime it will include the scope for enforcement and extent of sanctions. With rumours abounding that ports may refuse the use of “scrubbers” in port, the tension between agreement to an international treaty and unilateral local actions will be explored.
  • A comprehensive review of gas cleaning technologies, the merits of various types of technology, a framework to assess suitability, the need for future proofing and the implication for retrofitting.
  • Compliance is key to any regulation. This session will review compliance and in particular the in-built compliance within the guidelines for technology. Areas covered will include the technology that is deployed to measure and monitor compliance.
  • Vendors will present their technologies towards the end of the course with ample opportunity for delegates to use their learning’s to ask in-depth questions of the vendors.
  • The culmination of the course is a workshop exercise undertaking an evaluation of a selection of delegate’s fleets. The exercise will utilise the learning’s of the two days in a suggested framework for a rapid assessment and evaluation of the options through to a recommendation for a 5 to 10 year strategy for compliance including associated capital and operational costs.

Don Gregory has been involved with the development of options for meeting sulphur emissions regulations since 2000. Instrumental in the first installation of exhaust gas cleaning systems and the setting up of the Shipping Emissions Abatement and Trading (SEAaT), Don has been at the forefront of the development of realistic and deliverable strategy options for compliance. As Director of the Exhaust Gas Cleaning Systems Association (EGCSA), Don has a unique insight and the latest information on the current position of the key EGCS designers & suppliers.

Mark operates a marine consultancy and has worked for over 30 years in the marine industry. He is a qualified Chief Engineer with a First Class Certificate of Competency. After 12 years at sea, he worked for 10 years with Castrol Marine Lubricants.

Mark started his own company in 2003; The Project Business. He has provided management and consultancy services for a number of projects aligned with MARPOL Annex VI, including in-line instrumentation for reporting fuel oil quantity and quality, test and type approval of emissions monitoring systems and trials of 2 exhaust gas cleaning systems. Mark has been a member of IMO working groups drafting the Exhaust Gas Cleaning System Guidelines. He is author of the EGCSA Handbook and most recently a paper on SOx emissions for the Society of Naval Architects and Marine Engineers in the United States.

Since the 1990’s Andy has been involved with the development of the original MARPOL Annex VI and NOx Technical Code. He is a past Chairman of CIMAC and IACS working groups that dealt with exhaust emissions. Andy will be advising on how Classification Society rules have been adapted for scrubbing technology. He will explore the areas that concern Class such as safety and there areas that they do not consider such as performance except where is relates to IMO guidelines. He will also deal with certification and verification and how incidents such as equipment breakdown should be dealt with.

Bruce founded Starcrest Consultancy and is a Principal. Bruce has over 20 years of experience focusing on quantification of air emissions, and emission reduction technology evaluation. Bruce developed the Port Authority of New York & New Jersey’s low-sulfur/VSR incentive program. He has worked extensively with major U.S. ports on a wide array of air quality issues. Currently Bruce is a member of the IAPH World Port Climate Initiative’s Environmental Ship Index Working Group. Bruce will be providing the position that the US will adopt to the use of technology to meet emissions compliance. He will be advising on the role of the EPA and the USCG and how these two bodies will manage compliance and enforcement.

He continues to be involved in a wide range of projects. In 2009 he managed the European input to Purvin & Gertz’ Residual Fuel Market Outlook service as well as Purvin & Gertz’ work for the European Commission related to the impact on the European refining industry of IMO and other future legislation changes . Colin has worked for Purvin & Gertz since 1990 broken by two years in France with Beicip Franlab. Prior to joining Purvin & Gertz, Colin worked for Mobil for 12 years in the UK and the US in refining and supply functions.

David’s career in IT and Management consulting has always been accompanied by an interest in the earth’s systems, an interest fed by courses at Schumacher College, with an emphasis on sustainability and marshalling corporate resources towards earth’s (and civilisation’s) preservation.
Emissions reductions Trading (ErT) is one of the key economic tools we can use for this, and David, in conjunction with Don Gregory during his career with BP, and partners from Shell, P&O, founded SEAaT to campaign for emissions trading for shipping, particularly for SOx. This inevitably involves scrubbing. David’s paper “The Environmental Case for Seawater Scrubbing” (www.davidhirst.com/scrubb) was perhaps an early influence in putting the technology on the EU legislative map, and subsequently its pursuit by IMO & MEPC.
David also founded Ecameter, whose core invention was a system for cheaply metering acidic emissions with discrimination by sea area, and of value for ErT. In the absence of a market the business was not viable, but was great experience in building business cases for environmental technologies.

John is an environmental scientist with over 25 years of experience of the practical application of evidence-based policy, with particular expertise in the fields of environmental sustainability, air quality and climate change. He was trained as an engineer and in atmospheric physics. He has held posts in the public services including Chief Scientist and Director of Strategy, Environment Agency for England and Wales, Director of the Institute for Environmental Policy at University College London and Head of Research and Assessments at the UK Inspectorate of Pollution. He is now an independent environment strategy consultant with a wide range of public and private sector clients.
